China fordert Cat-Bonds gegen den Klimawandel

18.12.2013 – Japan's Famed Miyajima Gate Hiroshima PrefectureDie chinesische Regierung fordert die Emission von Katastrophenanleihen und die Verwendung von anderen wetterindexbasierten Versicherungs- und Rückversicherungslösungen um die Auswirkungen des Klimawandels abzumildern. Damit soll eine nationale Blaupause für ähnliche Produkte geschaffen werden.

The National Development and Reform Commission (NDRC) aired this proposal in a strategy guideline published last week. The guideline also called for innovative financing methods including developing insurance products for the agricultural and forestry sectors, introducing more foreign capital and providing tax incentives to support fund raising. The strategy was issued jointly with other agencies including the ministries of finance, housing, transportation, water, agriculture and forestry.

The body said it is taking a strategic approach to adapting to climate change rather than simply reducing carbon emissions. The strategy includes adopting a legal system for adaptation to climate change, mechanisms for adaptation and a management plan: (vwh)
